Abstract:
This is the Second Series of analytical reports devoted to the key problems of the fuel and energy complex's development and the priorities of the state energy policy in Russia.

The series consists of 4 reports - released in January-June 2003.

1. Repartition of the State-Owned Assets in the Russian Oil and Gas Complex - the New Stage (February, 28 2003)

The report analyses the development and results of privatization of the rest of the large state-owned assets in the Russian fuel and energy complex, its consequences for the balance of forces and interests on the fuel and energy market of Russia.

The paper studies the results of Slavneft sale and prospects of sale of other state-owned companies.

The report considers the prospects of sale of the state stake in Gazprom.

2. The Russian Energy Complex Reform: Developments, Problems and Prospects (April, 15 2003)

The report highlights the energy complex's reform through the lens of the interests of the key stakeholders: the Government and the President's Administration, the Russian JSC "UES of Russia" and independent energy companies as well as large corporations and foreign investors.

The paper studies the strategies of the key players, the parliamentary stage of the struggle around the reform and its first steps in terms of practical realization.

The analysis covers the most problem-ridden aspects of the reform and the prospects of its finalizing.

3. Liberalization of the Russian Gas Market: the First Results (May, 30 2003)

The paper is devoted to the new stage of the political discussion around the reform of the Russian gas market.

The report highlights the stance of the state, Gazprom, Russian and foreign oil and gas companies, major consumers of gas and groups of the society. The paper reconstructs the strategies of all the stakeholders in defending their interests in the reform.

The paper envisages various scenarios of the gas market liberalization and outlines the ways of the gas market reform's development in 2003.

4. Oil and Gas Complex in the Russian Politics in the Elections Year (June, 30 2003)

The paper studies the system of political support of the oil and gas corporations' activities." The report considers the main conduits of lobbying the fuel companies' interests in different bodies of the Russian pyramid of authority.

The analysis covers the political strategies of the major oil and gas companies in the Russian parliamentary elections in 2003.
