Abstract:
The new Electricity Deregulation Report surveys the situation regarding deregulation and privatisation of the electricity supply industry in every country. Privatisations continue around the world, however some governments are rethinking policy. This has been a year of dramatic events such as the raids pf the offices of E.ON, RWE, Gas de France, ENI, Distrigas,Fluxys and OMV ordered by the European Commissioner. With so many developments and changes it is diffcult to foresee the outcome.The report contains country analysis and up-dated information on the status of each market and details of the regulators in each country.
The report is accompanied by a comprehensive directory of 250 global regulators.

- The 5th edition of the Electricity Deregulation report gives the latest picture of deregulation in the global power sector
- Privatisations and unbundling continue around the world
- However, some governments are rethinking policy
- The Polish government is reported to be considering reintegration of generation and distribution companies to create larger market forces
- The Chinese and Malaysian governments are adopting a wait and see policy
- There is even talk of a reversal of liberalisation in some states in the USA

Key Findings
- Earlier this year a survey revealed that the leaders of the global utility industry believe that the power sectors will experience revolutionary change in the next few years
- In May 2006 the EU’s concerns were intensified by 3 dramatic and unrelated events
- The results of the first year of carbon trading showed that too many European countries had awarded too many carbon permits to their own industries
- This threw the carbon trading market into confusion
- At the same time Gazprom announced that it intends to enter the downstream gas sector in the EU
- Gazprom threatened European governments not to interfere or to suffer the consequences
- Earlier this year the EU commissioner delivered a highly critical assessment of the state of liberalisation in the European energy market
- In May she ordered a series of raids on the offices of E.ON, RWE, Gaz de France, ENI, Distrigas, Fluxys of Belgium and OMV of Austria
- She intimated more raids are to come
- This anti-trust crackdown injects a dose of uncertainty
- Investors and politicians backing the mergers may be having second thoughts
- It is difficult to foresee the outcome at this stage
