Highmark, Inc. (Highmark) operates as a Pennsylvania nonprofit hospital plan and a nonprofit professional health service plan. As an independent licensee of the Blue Cross and Blue Shield Association (BCBSA), Highmark underwrites various indemnity and managed care health insurance products, as well as Medicare supplemental products, in its Pennsylvania service areas. Highmark serves approximately 24.5 million members, including 4.1 million members in health care programs in Pennsylvania. In addition, Highmark jointly markets various indemnity and managed care health insurance products in northeastern Pennsylvania and southeastern Pennsylvania through joint arrangements with Blue Cross of Northeastern Pennsylvania and Independence Blue Cross, respectively. Highmark also operate as a Medicare Part A fiscal intermediary and a Medicare Part B carrier, performing claims processing, customer service and provider relation functions. Highmark’s service areas includes the 29 counties within the western Pennsylvania region (Western Pennsylvania), where it insures more than 60 percent of the insured population, and the 21 counties within the central Pennsylvania region (Central Pennsylvania), where it covers more than 20 percent of the insured population. In Pennsylvania, Highmark serves as an "insurer of last resort," helping to keep the states uninsured population among the lowest in the nation.
