Abstract:
As a result of the 9/11 Commission’s investigation into attacks of September 11, Congress submitted the National Intelligence Reform Act of 2004 to the President to signed into public law in December 2004. Two key elements of the legislation exist. One, the appointment of a Director of National Intelligence with budgetary control. Two, the directive put into motion the establishment of “a trusted information network and secure information sharing environment to promote sharing of intelligence and homeland security information ” or the Information Sharing Environment (ISE).
